Does lever in the T&P valve in a Hot Water Heater Tank needs to pop out?…I mean when the valve needs to work, does the little lever need to move in order for it to work?..The reason I am asking this is because one of the T&P valve of my hot water tank is so butting so close to a ductwork. There is no space to move the lever or test it. Thank you again.

the lever needs room to move but just as important it needs an additional pipe put in going down so if the valve does pop the water and pressure will be aimed towards floor and not your face or body. just take a male adaptor (glue if plasic or solder if copper) with several inches pipe so the steam and or water is close to floor not someones face
If the temp or pressure of the TP valve exceeds the set point then the valve only has to move the shaft a very short distance, like an 1/4 inch or less. The lever is there to manually open the valve to vent off or to help reset the valve if it has opened and will not re seat.
if the pressure on the tank goes up to high that lever is supposed to open and let the pressure out,if the lever does move up due to the duct sometimes the duct has a little play where you can move it,if that does not work,shut off power, close your water valve,let water out from bottom spigot, use a monkey wrench and gently turn it clockwise till you are able to lift up the lever.make sure that you don’t"t brake the valve.and yes it needs to move up,its a safety valve.
