that mean? Also, what hazards are being caused if an electric water heaters "insides" are leaking out? I know about the dangers of gas water heaters and heating units but what about electric? If that is happening, what damage does that do to humans, animals and materials?

Sounds like your water heater has a tiny leak on the inner container that is causing the outer "shell" to rust. It would be best to get it replaced as soon as your schedule allows because when it completely fails and floods your garage (or wherever it is..) it will not be at a convenient time.
