Your tank has a pressure release value that is there in case the water gets too hot and steam is produced, which if not released, can blow up your home. Are sure it’s not coming out of that pipe?
It is spring operated so it can allow the extra hot water to escape down a drain pipe. If that is the case you have the water temp set too high.

The pressure could be forcing the water pass the tank drainage value due to a bad washer. Try reducing the temp setting on the control panel and see if the problem goes away. You could also check the temp of the water coming out of the faucet….. let it run so you’re getting hot water that was in the tank and not what was laying in the pipes. If it will burn you then it’s too hot.
The fix could be just a new washer in the tank drain valve or new valve.

purge the tank with the release valve and take note if the valve is making any noises of leakage or the noise when you dont turn of the tap properly, opening and closing the valve might free any coniminates and stop the leak however it is also used for pressure release when say the thermostat fails and the safety cut also fails will stop the cylinder from literally exploding. however sounds more like a faulty or dirty pressuure release valve.

do you have a trap primer set up on your tank, this will allow a small amount of water out to drain into a floor drain to keep the trap full of water to stop sewer gasses entering your home.

There’s the possibility that there’s a pressure reducing valve on the incoming water and it may be failing, allowing the incoming pressure to exceed the rating of the relief valve. If there is a PRV, there should also be an expansion tank installed on the cold side, near the water heater.
