We ran out of propane in our large tank and could not afford to fill it so we used small BBQ ones on our rinnai. We just put 100 gallons in our 600 gallon tank and our stove works but not our tankless water heater. We replaced our regulator and pigtail. Any ideas?

I’m guessing that this unit probably doesn’t have a pilot light, and is probably electronic ignition like the newer gas furnaces are. For safety reasons the internal regulator in the water heater only allows a very tiny amount of gas to flow before ignition is detected. If no ignition takes place, the unit "times out," and quits for a short period of time. If there is still a call for hot water this process will be repeated every few minutes until ignition takes place.
If this never happens after several attempts, check to make sure that the power source for the igniter OK and that there isn’t a blown fuse, or circuit breaker.
If all else fails, call for service
You possibly have air in the line make sure its bled out fully. Does the pilot light at all, and then go out? it could be a bad thermo couple. I am betting its air in the line from switching between the two tanks. Good Luck
