Hot water heater in condo building with 16 units?

Looking at buying a condo. The hot water for all 16 units is supplied from a "central commercial gas-fired, 120 gallon, high-output, quick-recovery water heater with circulating pump." Hot water heater with multiple zones?

since domestic hot water temperature is required to be 120 in kitchens and 110 in bathrooms, and commercial hot water needs to be somewhere around 150 kitchen 100 bathrooms, how is a single hot water heater capable of delivering multiple zones different temperatures if there is only one tank? or if i am completely wrong [...]

My tankless water heater (Paloma) makes a rumbling noise when the shower is set to "warm"?

The shower temp control is a single knob type. The entire system is new construction. The shower at issue is closest to the heater system which is in the attic. Water supply is all 1/2" copper.
