Tap water temperature?

Do you know if the water coming from the street to the faucet has the same ambient temperature.?
I need to find the lowest average temperature of tap water in winter, in Miami, FL to calculate the size of an on demand water heater that i need to install at home.

In the south a water line should be buried at least 18" deep,and the incoming water temp should be around 60- 65 degrees in winter.You should size your heater according to how many fixtures you have in your home. Most sink faucets 1.5 gpm, Tub /shower faucet 2.5,.As far as the temperature rise(or what is called delta T) in a tankless heater is around 70 degrees, so if your incoming water temp is 60 degrees,by the time it comes out at your fixture it will more than enough to satisfy or scold you
