water heater element replacement?

my top element is at 28 ohms and the lower is at 34, should they be replaced. i’m looking to help lower my electricity bill

To save money, turn the temperature setting down to low (just above ‘vacation’ setting), insulate your tank and hot water pipes, and install low-flow discs inside the faucet spouts for sinks and shower heads.

That’s not enough difference to matter. An insulation blanket should help.

They do not need replacing. As that number gets lower, or no reading, that they are bad. Not only that, but since they work, this is NOT the place to lower your electric bill very much. Now, if you had water dripping somewhere, causing your water heater to run so much more, fix the leak and save money. Weather proof your home with caulking, weather stripping, threshold sweeps, etc. Make sure windows seal when you close them. You may also find air coming in from door jambs. These can be sealed with insulating foam (expanding) and caulk also.
