It would take an incredible amount of energy/electricity to keep water hot indefinitely because the surrounding temperature is always going to be much cooler. So, I guess, but it’s very expensive. Most people don’t need hot water that often anyway.
Almost all of the industrialized world uses on-demand heaters for water. Even most developing and third world countries use on-demand heaters. I mostly see tank types in the United States. My guess is that people in the US are less conscious of saving energy and more conscious of up-front costs
People aren’t going to fix a perfectly good (tank) water heater until it breaks. Even then many people haven’t heard of them. When they do know about them then price becomes an issue. Ultimately it comes down to how concerned they are about saving energy.

because the inital investment is double or more what a hot water tank system costs even BEFORE a plumber gets involved.
the other limitaion on a single unit is water flow. in winter when water enters the house at 46deg or so the flow per min drops WAY off.
They cost about $500, and some people do not have that kind of extra money laying around
